Ten years after its creation, the Euro is experiencing its first major crisis.
Beyond the international financial turbulence, this crisis reveals a fragility directly linked to this original construction of a monetary union without a political union. If the diagnosis is more or less unanimous – insufficient budgetary discipline, incomplete macroeconomic supervision, overly decentralised banking supervision – opinions are divided as to how to remedy the situation. Should regulations and sanctions be strengthened? Should we take steps in the direction of greater federalism? How should we resolve the thorny issue of burden-sharing both between countries and between the public and private sectors?
