either 'began reforming the fiscal policy
or ' began the reform of the fiscal policy
I dont know...they just popped into my head, seldom do I hear 'began reforming of sth'...

for the first example, it could be understood as "they wrote letters to each other";
but for the second one, why don't you simply say "elle a tordu la jambe droite"?
