I totally agree with you, jolinejoline! In fact, in this world where English is dominant not only in the bussiness domains but also in the scientifc cercle, good master of English has become not only a prerequisit, but an obligation!
Howerver, in France, as English is never the first languge used in daily life, neither in the middle-sized and small companies, we nearly couldn't fine the opportunities to speak it! Reading "Times" is rare and English courses offered in schools are not enough at all! So improving English in France, it is a challenge anyway!
One good idea to improve English efficiently is to do an internship in the English World. Maybe it is very difficult for many students to realize it as there is nearly no possibilities offered by school or university, but it is always possible if you have the courage to imagine! Another way is to get into a real international enterprise in France, where the working language is uniquely English. But the problem is always that......the terrible "French accent"! So, after a serious reflexion, I think, the most efficient way is to pass an international examination ( the TOEFL, for exmple) just as what our Chinese compatriots are doing in China now.
I get to know it recently that TOEFL has totally changed in comparison of that of two years before when I passed it. Now we have Four Sections, and we have to speak now. Good news for those who want to work in English, as by passing the examination, you have to improve your spoken English, by whatever method you use. Bad news for those who would like to have a good score because as far as I know, the scores of Chinese students dropped and dropped.
Of course, passing an examen is just the way, not the goal. But the ones, who are stimulated, either because you spend "a lot of money" for it, or because you don't want to be humiliated to have a very low score or a score lower than before, would always benefit from passing the examination.
My personnal experience told me all this, it is not universal. I wish we could talk about this in a level deeper

sorry to rain on ur parade, but ive decided that ur post is not worth reading on directly i finished the first line. i was wondering why u bothered to write down all this lame stuff (sorry for the word), on the bright side, it might earn u a passing score in TWE though.
