我总觉得这 from...to 有歧义。但是不知道怎么翻才合适。
请大侠指教。。。

tabler sur : compter sur ： 比较接近中文里“期待，指望”的意思，不要理解为“依靠”。
在这句里更像是escompter 或 s'attendre a 的意思。就是说法国政府预计今年的pib有2,5% 到3%的降低 （对此有心理准备）

这个de是接在un recul du PIB这个词组后面的，比如 une augmentation de 10% ，而不是说 de x% à xx%
